Route overview
A transfer from DCA Reagan National to Capitol Hill covers roughly 6 miles and usually takes 15 to 30 minutes. The route crosses the 14th Street Bridge, continues through the 3rd Street Tunnel on I-395, and exits near the Capitol complex or Eastern Market. DCA is only about 4 miles south of the Mall by air, but the 14th Street Bridge can back up severely during rush. Capitol Hill includes the House and Senate office buildings, the Supreme Court, and the Library of Congress, so security perimeters and motorcades can add delays. The Capitol complex covers nearly four city blocks, and many office buildings have restricted curb access. Roads and traffic
We typically use the northbound GW Parkway to the 14th Street Bridge, then I-395 and the 3rd Street Tunnel. The tunnel moves well unless there is a crash or a motorcade near the Capitol. Morning rush from 7 a.m. to 9:30 a.m. and evening rush from 4 p.m. to 7 p.m. are the worst windows. Weekends and midday are generally smooth, though special events on the National Mall can reroute traffic onto Independence Avenue or Pennsylvania Avenue. The I-395 HOV lanes can help during restricted periods, but they do not apply to most airport trips. Rain and minor accidents on the bridge regularly turn a 15-minute trip into 35 minutes.

When to add buffer
Add 20 to 30 minutes during Hill session days, morning and evening rush, and major rallies on the Mall. The 14th Street Bridge is brutal from 7 a.m. to 9 a.m. inbound and 4:30 p.m. to 6:30 p.m. outbound. If your meeting is near the Capitol, book extra time because security perimeters can block direct access. Congressional vote schedules can also trigger sudden road closures around the House and Senate office buildings.
